Guest registration with the police for foreign owners: Alloggiati Web and Turist@t in Sicily
Anyone renting out a vacation home in Sicily registers every guest with the Questura through Alloggiati Web within 24 hours of arrival, even from abroad. The Questura issues the login, and Turist@t comes on top. Here is who registers how, and what works without SPID.
By Oskar Golde Law as of November 2026 Last reviewed
If you rent out a vacation home in Sicily, you must register every guest with the Questura through Alloggiati Web within 24 hours of arrival. If a stay lasts less than 24 hours, the registration goes out on arrival. This applies even if you live in Germany, Austria or Switzerland 135. The Questura of the province where the house stands issues the login for Alloggiati Web 36. The portal pages do not mention SPID or CIE for this 7. In Sicily, a statistical report through Turist@t comes on top 4.
The duty under Art. 109 TULPS also applies if you live abroad
Art. 109 para. 1 R.D. 773/1931 (TULPS) expressly names the “proprietari o gestori di case e di appartamenti per vacanze”, that is, owners or operators of vacation houses and apartments. You may only lodge people who show an ID card or another document proving their identity. Guests from outside the EU can identify themselves with a passport (para. 2). Para. 3 requires the guests' details to be sent to the Questura 1. Art. 19-bis D.L. 113/2018 clarifies that this also covers landlords who rent out property for less than 30 days 16. Ordinary vacation rentals in Sicily therefore fall under it, whether it is an apartment in Cefalù or a country house near Noto.
The landlord's place of residence does not appear in the text of Art. 109 or in the Ministerial Decree of January 7, 2013 13. The clock starts the moment the guests arrive at your house in Sicily, whether you happen to be in Stuttgart or in Palermo.
The report covers arrival date, length of stay, name, sex, date and place of birth, citizenship, and the type, number and place of issue of the ID. For families and guided groups, the decree's technical annex lets one family member or the group leader register, listing the others with fewer details 3. A decree of September 16, 2021 amended the decree 6.
The deadline: 24 hours, on arrival for short stays
Art. 109 para. 3 says “entro le ventiquattro ore successive all'arrivo”, meaning within 24 hours after arrival 1. For stays under 24 hours, Art. 1 of the 2013 decree requires the report “comunque all'arrivo stesso”, so at arrival at the latest 3. The portal says the same on its home page 5.
Art. 5 D.L. 53/2019 provided a six-hour deadline for stays of up to 24 hours. It takes effect only on the ninetieth day after a further ministerial decree is published in the Gazzetta Ufficiale (Art. 5 paras. 1-bis and 1-ter) 2. The text of Art. 109 on Normattiva, as of November 2, 2026, does not contain the six hours 1. For a vacation home in Sicily, the rule is therefore 24 hours after arrival, and on arrival for guests staying under 24 hours.
Access to Alloggiati Web without residence in Italy
The Questura issues the login. The portal points to the “Questura competente per territorio” 6. Under the 2013 decree, the operator files the application (“specifica domanda”) with the Questura of the province where the property is located 3. For a house in Sicily, that is the Questura of the relevant province, such as Palermo, Catania or Siracusa. The Questura contacts are listed in the portal under “Contatti” 6.
Access works with login codes: a username, a password and a “Scheda dei Codici” that is downloaded before the first login 7. The Ministerial Decree of January 7, 2013 does not require residence in Italy. It does not say which documents the Questura asks of an owner who lives abroad. Ask the Questura before you apply. If the password is lost, the portal offers recovery, or the Questura resets it 6.
For the CIN, the route for foreigners without SPID and CIE is a separate one, described in How to apply for the CIN for your vacation home in Sicily: step by step, with and without SPID.
If you are not on site: appoint someone
Under Art. 109 para. 1, the duty falls on the owners or operators 1. The report itself is an entry in a web portal. The 2013 decree describes an internet-based system 3. You can therefore register from abroad as soon as you have the login and the guest details arrive in time.
If you prefer to involve someone in Sicily, the decree's technical annex refers to operators “o i loro incaricati”, meaning their appointees, who transmit the data 3. The 2013 decree does not say whether the Questura issues a login in the appointee's own name, whether the appointee uses the landlord's, and whether responsibility shifts with the appointment. Clarify this with the Questura before the first guests arrive, and plan on the basis that the duty stays with you as the landlord. Settle three things:
- who checks the guests' IDs and takes the details on arrival,
- who enters them in Alloggiati Web within 24 hours and downloads the receipt,
- who steps in if that person is unavailable.
The receipt (“ricevuta”) stays available for download for 30 days and must be kept digitally for five years 6.
Guest details for bookings through Terra Mia Immobiliare
For bookings through Terra Mia Immobiliare, the guest enters the details of everyone in the party online ahead of time and gets a reminder 7 days before arrival. The details are ready in your account as a file for the registration. The landlord files the registration with the Questura. Terra Mia Immobiliare does not give legal advice.
In Sicily on top: Turist@t
In Sicily, the guest details also go to the Region's reporting system Turist@t. It serves statistics for ISTAT. Under Art. 4 D.A. 1783/2022, operators report arrivals and presences daily “ai fini Istat” 4. Art. 5(b) requires the report within 24 hours of arrival and of departure. Art. 5(c) requires it also on days without guests, arrivals or departures, and for periods of temporary closure 4. The Alloggiati Web report is listed next to it in Art. 5(a) 4.
You apply for access online at osservatorioturistico.regione.sicilia.it. The system generates a PDF with the application. You print and sign it, then upload it with a copy of your ID and the other required documents. An activation link follows by e-mail, then the username 9. These pages do not mention SPID either 10. With the login, the property receives the regional code CIR under Art. 6 D.A. 1783/2022 4. How CIR and CIN relate is explained in CIR and CIN in Sicily: the order, Turist@t and the fines for your vacation home. According to the portal's FAQ, Turist@t can also generate the file for Alloggiati Web 9.
The regional law backs the duty too. Art. 12 paras. 1 to 3 L.R. 6/2025 require operators and people who rent out “per finalità turistiche” to transmit the data daily through Turist@t, “obbligatoria anche in assenza di movimento” 11. Anyone who omits the report more than three times in a calendar year, or sends it partly or wholly blank, pays under Art. 38 para. 2 “da euro 100,00 ad euro 600,00 per ogni omissione”, that is, 100 to 600 EUR for each omission. Para. 3 expressly applies the same fine to non-entrepreneurial landlords 11. The fine of 500 to 5,000 EUR in Art. 9 D.A. 1783/2022 covers only Arts. 7 and 8, that is, the CIR in ads and the deadline to comply 4. The tourist tax is a separate duty, described in Tourist tax in Sicily: who owes it and what Palermo, Catania, Siracusa and Taormina charge.
What happens if you miss the registration
Art. 109 names no penalty itself. According to the Questura di Lecco's leaflet on violations and sanctions, a breach of Art. 109 falls under the catch-all provision of Art. 17 para. 1 TULPS 8. It reads “arresto fino a tre mesi” or “ammenda fino a lire quattrocentomila”, that is, arrest for up to three months or a fine of up to 400,000 lire 1. Converted, that is 206.58 EUR; the leaflet gives 206 EUR rounded 8. Art. 17-bis, which sets administrative fines for certain other articles, does not list Art. 109 1. The leaflet classifies the sanction as criminal, not an administrative fine, and traces this to the rewrite of the provision by L. 135/2001 8. This applies to a vacation home in Sicily as it does in the rest of Italy.

CIN and CIR are separate duties. The CIN for vacation rentals in Italy: who needs it, where it must appear and what Sicily adds gives an overview of all the duties around the CIN. Taxes for landlords in Sicily, Italy: what applies to short-term rentals in 2026 covers the tax side of renting out in Sicily, and Cedolare secca 2026 in Sicily: 21% or 26%, two apartments at most the flat tax. Short-term rentals in Sicily: what changed in 2025 and 2026, in date order summarizes what changed in Sicily in 2025 and 2026.
Next step
Call the Questura of the province where your house in Sicily stands. The contacts are in the Alloggiati Web portal under “Contatti” 6. Ask which documents it requires for the login from an owner who lives abroad, and apply for the Turist@t account in parallel. This guide summarizes the law as of November 2, 2026 in general terms and is not legal advice. For your individual case, contact the competent Questura and an avvocato in Italy.
Frequently asked questions
Do I have to register my guests if I live in Germany?
Yes. Art. 109 para. 1 TULPS expressly names owners and operators of vacation homes, and Art. 19-bis D.L. 113/2018 extends the duty to rentals under 30 days. The details go to the Questura through Alloggiati Web within 24 hours of arrival. Living in Germany does not change that. You do have to settle who files the registration on time.
How do I get access to Alloggiati Web without residence in Italy and without SPID?
You apply for the login at the Questura of the province where the house in Sicily stands. Access works with a username, a password and a Scheda dei Codici, not with SPID. The Ministerial Decree of January 7, 2013 does not say which documents the Questura asks of owners who live abroad. Ask the Questura beforehand.
Can someone on site file the registration for me?
The technical annex to the Ministerial Decree of January 7, 2013 refers to operators “o i loro incaricati”, meaning their appointees. Whether the Questura issues a login in the appointee's name and whether responsibility shifts with the appointment is not settled in the 2013 decree. Clarify this with the Questura first. Plan on the basis that the duty stays with you as the landlord.
Is there a shorter deadline for very short stays?
For stays under 24 hours, the details go out on arrival (Art. 1 of the Ministerial Decree of January 7, 2013, and the portal's home page say so). The six hours in Art. 5 D.L. 53/2019 take effect only 90 days after a further ministerial decree is published. They are not in the text of Art. 109 TULPS as of November 2, 2026.
What happens if I miss the Alloggiati Web registration?
The Questura di Lecco's leaflet names Art. 17 para. 1 TULPS for breaches of Art. 109: arrest of up to three months or a fine of up to 400,000 lire, which converts to 206.58 EUR. The leaflet classifies this as a criminal sanction, not an administrative fine. That applies to a vacation home in Sicily as it does in the rest of Italy.
Is the Alloggiati Web registration enough in Sicily?
No. Under Art. 5 D.A. 1783/2022, the operator also reports daily to the regional Turist@t system, within 24 hours of arrival and of departure, even on days without guests. If the report is missing more than three times in a calendar year, Art. 38 paras. 2 and 3 L.R. 6/2025 impose 100 to 600 EUR per omission, including on non-entrepreneurial landlords. The fine of 500 to 5,000 EUR in Art. 9 D.A. 1783/2022 covers only the CIR in ads and the deadline to comply.
